there is, in fact – to my knowledge, at least – no way on earth to suggest, politely, that a girl think about removing her body hair.
there are two types of girls: those who will shave/wax their butts and those who will not. both groups are made up of girls who have hair to shave/wax and girls who don’t have any hair, but either way, they’re in one group or the other. if a girl is the type of girl who will shave/wax her butt, she will do it. and if she isn’t, she won’t. the best way to tell which group a girl is in, is to not worry about it.
